I have pale skin, green eyes, and dark eyebrows. Right now, my hair is dark brown. It looks alright, but it's a little too dark for my skin, and there's nothing striking about it- it's just meh. A deep red would be really pretty on you. A aburn sort of red. With your fair skin and green eyes!!! Stunning!!
I would say adding some blond streaks. My teacher is like that. She has naturally brown hair, but she put ALOT of blond streaks in but it looks really pretty!
