How hard is it to dye over unnatural hair colors?

My hair is bleached, with some rainbow in it, I have been trying to strip the rainbow as much as I can using dish soap, and the color is pretty faded but definitely still there. I'm wondering, how risky would it be to dye over it with clairol professional 7N permanent hair dye, (which is a ';neutral blond';), should I just wait until the unnatural colors are almost completely gone?How hard is it to dye over unnatural hair colors?
I'd say re-dye your hair, and using dish soap will DEFINITELY not get rid of your colors that i see in your picture ID. I had the same problem, but with really light pink, so i just used black color treatment and it's gone now. But if you re-bleach it, it'll just show up again.
